It’s an interesting thesis, but there’s one teeny tiny insignificant flaw. Unless Russia figures out how to start cloning humans, or finds some way to significantly increase their birth rates they won’t be able to maintain their current borders much less build a new empire.
I suspect one of two things will happen in the future, and this is based on biology not politics (not as much politics anyway).
1. China will start grabbing those eastern portions of Russia that have low population densities. You might even see Japan make a go at some of those areas just north of them.
2. The eastern, mongolian groups will agitate and attain their own state.

I suspect that’s a reason for the book. People have children when they think there’s a point, i.e., a destiny or progression to a better state of being. They stop having children when they accept the nihilist philosophy that existence is pointless. Thus we see environmentalists prioritizing the environment far above human activity, because the latter has no meaning.
The author of the book said something like, “this is a Russia worth living and dying for.” He is presenting a vision designed to reinvigorate the Russian reader, trying to convince them that destiny awaits.
If he succeeds, the birth rate won’t be a problem.
Yeah, but flogging the patriotic dead horse isn’t going to accomplish much until they actually manage to deal w/ the concrete problems of food, shelter, heating fuel, and AIDS.
Have you seen the Russian economy lately? It’s really picking up speed.
If it’s worth dying for I say let’s help them pay up.
