I find that painting funny, but only because when I interned in the Canadian House of Commons, we were informed at a cocktail party that this picture: http://dimpost.files.wordpress.com/2008/07/churchill.jpg
was taken in the Office of the Speaker of the House of Commons, but he kept smiling, which pissed the photographer off, as he was trying to convey how dire the predicament was for the British Empire, so he finally took Winston’s cigar, and got the look he wanted for the picture.
